How should an international padel project build an operating case without importing demand, prices, occupancy, costs or currency assumptions from another market? The operating case should define the local service model, register every assumption with a source and owner, and test sensitivities while keeping projections separate from commitments or investment advice. A resort group copies a court model from another country and converts its headline revenue into the destination currency, although guest use, outside demand, staffing, local costs and exchange conditions have not been evidenced. A credible file therefore explains how each local input will be obtained, tested and revised rather than filling the model with translated certainty.
Define the decision and destination operating model
The operating model must identify users, services, access rules, operating responsibilities, constraints and local validation needs before any commercial metric is introduced. Describe whether the court supports guests, members, external bookings, coaching, events or another locally defined service. These are operating choices, not assumed revenue streams.
Map the legal operator, venue owner, booking channel, staff, coaches, maintenance parties and service providers. Record open appointments and contracts. The court supplier may provide product and service information, but it does not validate local demand or act as financial adviser.
The decision statement says whether the file supports concept review, data collection, negotiation or conditional internal approval. It identifies the decision body and date. Neither an operating case nor a supplier reference commits a lender or investor.

Create a destination assumption register
Every demand, occupancy, price, revenue, cost, currency or investment variable must record its source, date, unit, owner, status, testing method and revision trigger. The register distinguishes observed data, management target, third-party statement, contract, quotation and analyst assumption so that their evidential weight is not blurred.
Definitions travel with the variable. A booking request, played session and collected payment may answer different questions. Periods, taxes and service scope need labels. No value from another property or country is reused because the concept appears similar.
Owners are responsible for maintaining the record, not guaranteeing future values. Conflicting sources remain visible until reviewed. Missing inputs become research actions or explicit sensitivities rather than silent zeros or convenient figures inserted to complete a presentation.

Research local demand without turning interest into a forecast
The demand plan identifies local questions, populations, period and collection method. It may use venue records, documented research, interviews or tests selected by the team. Each source carries limitations and possible biases. Interest does not guarantee paid use.
Segment guest use from external demand or membership when their access, service and payment conditions differ. Describe how season, competing activities, events and operational restrictions could affect observations without assigning universal effects. The model tests sourced variables; this page supplies no occupancy or fill-rate assumption.
Any pilot or early operating data remains tied to its configuration, campaign, price conditions and period. The analyst records cancellations, unavailable slots and data gaps according to the chosen method. Results can update a scenario but cannot promise the behaviour of future users or another destination.

Control cost and currency assumptions
The cost file separates equipment, local works, venue, staffing, utilities, maintenance, software, services, insurance, taxes and other project-specific categories where relevant. Each line is linked to a quotation, contract, professional estimate or open data request. No standard local or international cost is supplied here.
Currency treatment records source and model currencies, conversion method, reviewer and relevant scenarios. Appointed advisers determine accounting, tax, treasury or hedging treatment for the entity. A converted supplier price does not establish full destination cost or a future exchange outcome.
The register distinguishes fixed contractual amounts, indexed terms, usage-dependent charges and unresolved exposures without predicting their movement. Run scenarios and sensitivities with clear boundaries
Scenario and sensitivity work must expose dependencies, currency treatment and residual risks without presenting a forecast, margin, payback, ROI or financing outcome as assured. The model states which variables move, the evidence or reasoning for their test range, and which conclusions are affected. An arbitrary percentage is not evidence.
Scenarios can examine different operating choices or coherent groups of uncertainties, while a sensitivity may isolate one variable. Names such as base or downside require definitions and do not imply probability. The project governance approves the cases used and preserves alternatives that materially change the decision.
The risk register links source, cause, possible consequence, signal, response owner and residual decision. A proposed mitigation is not treated as completed. Investors, lenders and client bodies retain their own decisions, informed by the advisers and evidence relevant to their role.
